Bakanl\u0131\u011f\u0131n a&ccedil;\u0131klamas\u0131 da adeta bir itiraf niteli\u011findedir. Yap\u0131 yerindeki zeminin jeolojik-jeoteknik &ouml;zellikleri ile b&ouml;lgenin meteorolojik &ouml;zellikleri dikkate al\u0131narak yap\u0131lmas\u0131 gereken menfez kesit ve projeleri ile menfez &uuml;st&uuml; ve &ccedil;evresinde ta\u015fk\u0131n sular\u0131na kar\u015f\u0131 yap\u0131lmas\u0131 gereken dolgu ve koruyucu duvarlar\u0131n usul&uuml;ne uygun yap\u0131lmad\u0131\u011f\u0131 g&ouml;r&uuml;lmektedir.
