Aile hekimli\u011fi biriminde &ccedil;al\u0131\u015fanlar kadroya al\u0131nmad\u0131. Kamu kurum ve kurulu\u015flar\u0131nda ta\u015feron (alt i\u015fveren) i\u015f&ccedil;isi olarak &ccedil;al\u0131\u015fmakta olan i\u015f&ccedil;iler, 696 say\u0131l\u0131 KHK kapsam\u0131nda bir k\u0131s\u0131m i\u015f&ccedil;i s&uuml;rekli i\u015f&ccedil;i kadrosuna ge&ccedil;irildi. Onlar\u0131n da umdu\u011funu buldu\u011fu s&ouml;ylenemez. S&uuml;rekli i\u015f&ccedil;iler kadroya ge&ccedil;tikten sonra gerek mevzuat gere\u011fi, gerekse kurum idarecilerinin yanl\u0131\u015f yorumlamas\u0131ndan dolay\u0131 ortaya &ccedil;\u0131kan bir&ccedil;ok sorun, kurumlarda i\u015f ve i\u015fleyi\u015fi etkilemektedir. K\u0130T &ccedil;al\u0131\u015fanlar\u0131 ta\u015feron firmada &nbsp;kald\u0131. Karayollar\u0131, demiryollar\u0131, PTT, Orman, DS\u0130, Milli Park &ccedil;al\u0131\u015fanlar\u0131, kamuda kiral\u0131k ara&ccedil; \u015fof&ouml;rleri halen ta\u015feron firmalarda &ccedil;al\u0131\u015f\u0131yor. Siyasi iktidar ta\u015feron firma &ccedil;al\u0131\u015fanlar\u0131n\u0131n tamam\u0131na kadro verme s&ouml;z&uuml;n&uuml; tutmad\u0131. Ayr\u0131ca belediye \u015firketlerine al\u0131nanlar\u0131n esas\u0131nda do\u011frudan belediye kadrosuna al\u0131nmas\u0131 gerekirdi, al\u0131nmad\u0131lar. Sa\u011fl\u0131k &ccedil;al\u0131\u015fanlar\u0131 ile s\u0131k s\u0131k g&ouml;r&uuml;\u015f&uuml;yorum. Sorunlar\u0131n\u0131 dinliyorum. Sizlerin sorunlar\u0131n\u0131 yaz\u0131l\u0131 soru, meclis ara\u015ft\u0131rmas\u0131 olarak ve meclis konu\u015fmalar\u0131 ile s&uuml;rekli g&uuml;ndemde tutuyoruz. Sa\u011fl\u0131k emek&ccedil;ilerinin sorunlar\u0131 da &ccedil;&ouml;z&uuml;m bekliyor&rdquo; diye konu\u015ftu.<\/span><\/span><\/span><\/p>\n<p>\n<span style=\"font-family:tahoma,geneva,sans-serif\"><span style=\"font-size:20px\"><span style=\"color:#000000\"><strong>Sa\u011fl\u0131k &Ccedil;al\u0131\u015fanlar\u0131n\u0131n Sorunlar\u0131 Art\u0131yor&nbsp;<\/strong><\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family:tahoma,geneva,sans-serif\"><span style=\"font-size:20px\"><span style=\"color:#000000\">Kamu ve &Ouml;zel Sa\u011fl\u0131k Sosyal Hizmetleri \u0130\u015f&ccedil;ileri Sendikas\u0131 ad\u0131na Fatih &Ouml;ks&uuml;z de ya\u015fad\u0131klar\u0131 sorunlar\u0131 anlatt\u0131. &Ouml;ks&uuml;z, &rdquo;112 ambulans \u015fof&ouml;rl&uuml;\u011f&uuml;nde ve acil birimlerinde &ccedil;al\u0131\u015fmakta olan s&uuml;rekli i\u015f&ccedil;iler, 12-36 mesai sisteminde &ccedil;al\u0131\u015fmaktad\u0131r. Bak\u0131m ve koruma alt\u0131ndaki ki\u015filere, ya\u015fl\u0131 ve engelli hastalara hizmet veren baz\u0131 yat\u0131l\u0131 kurulu\u015flar\u0131m\u0131zda personel yetersizli\u011fi vard\u0131r. S&uuml;rekli i\u015f&ccedil;i kadrosuna ge&ccedil;en i\u015f&ccedil;ilerin baz\u0131 kurum idarecileri taraf\u0131ndan i\u015f elbiselerinin yeniden temin edilmemesinden kaynakl\u0131 ta\u015feron firma isimlerinin ve logolar\u0131n\u0131n &uuml;zerlerinde bulundu\u011fu k\u0131yafetler giydi\u011fi g&ouml;r&uuml;lmektedir. 696 say\u0131l\u0131 KHK ile ta\u015feron i\u015f&ccedil;ilikten s&uuml;rekli i\u015f&ccedil;i kadrolar\u0131na ge&ccedil;i\u015fleri yap\u0131lan i\u015f&ccedil;iler&nbsp;31.10.2020&nbsp;tarihine kadar bakanl\u0131\u011f\u0131n yay\u0131nlam\u0131\u015f oldu\u011fu Y&uuml;ksek Hakem S&ouml;zle\u015fmesinden faydaland\u0131r\u0131lm\u0131\u015ft\u0131r. Bu uygulama maalesef i\u015f&ccedil;i kesimi i&ccedil;inde b&uuml;y&uuml;k ma\u011fduriyetlerin ya\u015fanmas\u0131na sebep olmaktad\u0131r. Sosyal yard\u0131m ve &uuml;cret y&ouml;n&uuml;nden b&uuml;y&uuml;k eksikler ya\u015fanmaktad\u0131r. Gerek e\u015f durumundan aile birli\u011finin bozuluyor olmas\u0131, gerekse de engel mazereti sebebi ile ba\u015fvurulmu\u015f ve reddedilen iller aras\u0131 tayin hakk\u0131 verilmemi\u015ftir. Ta\u015feron i\u015f&ccedil;iyken, 696 kKHK ile s&uuml;rekli i\u015f&ccedil;i kadrosunda istihdam ettirilen i\u015f&ccedil;ilerin ta\u015feronda maa\u015flar\u0131na ek olarak verilen y&uuml;zdelik farklar\u0131n 01.01.2019 tarihinden itibaren &ouml;denmedi\u011fi ortaya &ccedil;\u0131km\u0131\u015ft\u0131r.&nbsp;Kurumlarda &ccedil;al\u0131\u015fmakta olan i\u015f&ccedil;ilerin yapt\u0131klar\u0131 i\u015fe g&ouml;re unvanlar\u0131n\u0131n tahsis edilmesi ve belirli d&ouml;nemlerde g&ouml;revde y&uuml;kselme imk&acirc;nlar\u0131 sa\u011flanmal\u0131d\u0131r. Kurumlar\u0131n\u0131zda eski s&uuml;rekli i\u015f&ccedil;i kadrosunda &ccedil;al\u0131\u015fan i\u015f&ccedil;iler, enflasyon oran\u0131n\u0131n maa\u015f zamm\u0131n\u0131 ge&ccedil;mesi halinde ge&ccedil;en tutar oran\u0131nda enflasyon zamm\u0131 almaktad\u0131r. Fakat 696 say\u0131l\u0131&nbsp;KHK ile s&uuml;rekli i\u015f&ccedil;i kadrosuna ge&ccedil;en i\u015f&ccedil;ilere bu fark\u0131n verilmedi\u011fi bilinmektedir. &nbsp;&nbsp;Bilindi\u011fi &uuml;zere 4857 say\u0131l\u0131 \u0130\u015f Kanunu&#39;nun 63. maddesi, haftal\u0131k &ccedil;al\u0131\u015fma s&uuml;resinin 45 saat oldu\u011funu, aksi kararla\u015ft\u0131r\u0131lmad\u0131k&ccedil;a bu s&uuml;renin &ccedil;al\u0131\u015fma g&uuml;nlerine e\u015fit olarak da\u011f\u0131t\u0131laca\u011f\u0131n\u0131 h&uuml;kme ba\u011flamaktad\u0131r. Fakat kamu kurum ve kurulu\u015flar\u0131nda memurlar\u0131n haftal\u0131k 40 saat &uuml;zerinden mesailerini tamamlad\u0131klar\u0131 bilinmektedir.
